That’s not an outright statement that it’s never coming to console, they just have a lot more red tape to get through to have it permitted in console.

99% of the time console modding comes after PC mod supoort. The few exceptions like BG3 getting mod support across all platforms simultaneously will have been by holding back PC mod support until it was also available for consoles
