For ping, if you have high ping, desync and delay is the thing you have to deal with, in this game, it affects how much you get staggered, your enemy get staggered by your attack. For FPS, your animation speed scales with your fps, having low fps mean your attack comes out slower, higher fps means your attack comes out faster
