Yeah, you can only get close shots of the Horseshoe falls from Goat Island... And there is a vantage point between the American Falls and Rainbow Bridge where you can get decent views of the other two falls.

the town of niagara falls in canada is also just an entire tourist attraction in itself with clubs, museums, a carnival, haunted houses, 4d movie theatre, spa's, casinos, restaurants, etc which is an entire experience in itself. even if you don't spend much money it's super fun. i never really got the vibe that the US side had the same thing but maybe i'm terribly wrong
