Everytime I get the option on an hq that has sat inactive for a while it says something about the world around you has changed and prompts like it's going to relocate you to another state but all it does is start a new hq in a state of your choice that you're not already in but idle hq remains in original state. Has anyone actually gotten to move the hq or just assumed it would move it from the messaging?
