Depends on your goals and stage of development. Training new is good so that you can reach wall cap if that’s what you need. I promoted all my lower tier troop to t13 after I hit hq40 because I had enough t1 and high tier to more than fill wall, so any tier below t13 outside t1 I deem as useless

Because promoting you will end up with fewer overall troops but maximize the number of highest tier you have

But I also do not like having multiple tiers in my parade grounds lol I like a clean troop distribution 😂

The last couple levels are really expensive

If you have to then kick him and hit him for his res. When he gets back on and in the Alliance, then transport his res back to him. I have seen it done before.
