It doesn't increase your chance of getting a weapon, it increases your chance that IF you get a weapon, it's the one you choose as a wish target.

1. Do 100 spins just to unlock wish target
2. Maximum non-apex is 1499, then apex guaranteed as #1500
3. If you pull an apex that matches your wish target OR you pull one without having picked a wish target, the 1500 counter resets to 0
4. If you have a wish target but pull a different apex, the counter is halved instead of zeroed (spins towards your next apex will start at the halved total and count up to 1500)

Odds of any given rarity remain the same until you hit 1499; wish target only increases the odds of the weapon type, not the weapon rarity
