There is actually one person's wall that I was not able to improve against all three troop types. Only against two. There is one more that I figure I can't either. Once your stats reaches a certain amount and all types of your highest level troop numbers exceed your wall capacity it will settle on a single set of numbers which will be different for everybody.

If you have just enough to fill then your improvement will not be much but as you increase your troop number to 1.5 times your capacity and beyond your adjustability is a lot more flexible allowing for stronger wall configurations

as you won't really be able to unlock their good skills in your first days

I would not worry too much about them, at least not spend any actual money on them. Until you know what troop you want to specialise in, the ones to up would be the easy to obtain ones that increase troop size like Otto and Varvara, for example.

You can also look at those that increase gathering speed, building speed, research speed... As they will help you develop faster at reduced cost
