no, T7 will receive penalties because they are much lower than T13. 6 tier difference causes the revenge efficiency to drop to 0.7^6=12% which makes the dmg drop from 10% of your own deaths to only 1.2% of your own death

Would it stand to reason that this guaranteed damage could be buffered by higher levels of hit points since defense points keep your troops from dying but hit points keep as many of them from dying as possible after you've already lost?

Not entirely accurate. Vehicles do not have the lowest base stats. They just don’t have as many ways to boost those stats compared other troop types.
