Have a few alliance shells. Find a group that is in the hub, send a rally, then drop in Outpost besides the group and force relocate. You don't even have to build it just drop it and eject.

You don't have to be big. Just have a few people with big stats to super rally and fill in the rest. It's not as much about strength as it is about timing
