I have had the same two options only for the past day and a half, tech speedup 20 days and tec speedup 13days

The other options are timing down but then reset the timers so none of them have loaded

You need the space detectors which can be obtained via the Exploration Custom Packs or currently in the UFO event bly clearing each objective. There will be more events to get the detectors but unknown what the events are. Top 50 in the Galaxy Exploration gets you the skin. Need skin and ambienace for a combo boost of troop atk 10%.
