With this, the deck is reset each time, so the chance is constant

I am organising the plan for the Zenith war in my state. It will be the second such event for the state.
So far, I separated the three main troop types in groups, so that each turret has a captain with one of the biggest rallies and is reinforced by players with same main troop type. The captains sit for 8 hours straight and the rest of the reinforcements change in 4-hour shifts. Any remaining players, not in the plan, can occupy any free spot for 2 hours at most.

My question is what to do with the Tech Hub building? The next governor should be its captain, but does he also need to do something else (e.g. be the leader of the state alliance)? If the captain (Bob) is reinforced by another player (Alice) for 8 hours straight, will Bob still be chosen as a governor? Should the Tech Hub be maxed out in reinforcements from the start, 'till the end?

gov dones not need to hold the hub, they need to be in the alliance that holds the hub and the R5 has 2 hours to appoint gov

Governor is chosen as R5 of the occupying alliance. You want your strongest in hub just in case it ends up being attacked, and reinforced to the brim.

I used to just try and squirrel my way into smaller rallies when I was having to worry about no damage constantly so they couldn't fit their full march in.

Best chance to see where you need to go get full boosted. Scout, attack/defense and mega and go from there. It's helped me tons trying to figure out where to go

After fox, I'd do mars simply because he's used more match 3. Otherwise depends on and your situation. Honestly there truly isn't an end goal for heroes unless youre spending a lot for timed tavern. I think your best bet personally is just getting fox to +8, then focusing on mars to +8 unless you get Marlowe's apex. Hope to indirectly get angelo to +5, or hanyu up for your second march.
