Strength is only part of it. Once you deem you're "strong" enough, the next question is how many troops are you gonna lose? Best scenario, you control all 4 towers. 3 Towers and it's still good. 2 Towers and it's 50/50 if it's even still worth it. 0/1 tower and your state won't be colonizing for a while.

Even if you decide the troop loss is worth it, the other state has plenty of tactics to make your life miserable.

their strongest rider couldn’t beat our strongest rider who was our hub captain. they won it with a shooter rally and we won it back easily with a fighter rally, then one of ours solo’d their hub to reset it cuz almost all their bigs left their own state and it wasn’t supered. their strategy fcking sucked lol

there is a chance your state dropped into a pit with stronger enemies and while it is still doable to steal those pits, its a little harder now and you cant catch up

i had a similar problem whenever our pit merged with the older states.
