I've seen things like this mostly in newer states. People get bothered by purges. After some time with those your state will most likely start losing people. They will either quit or they will fly somewhere else. A lot of states go through that phase.

I hate that some of these achievements are literally impossible now, because you can't actually move to any place that would have a chance. Any state open to me flying is also in the big bracket, or close to it as makes no difference

On the other hand I understand why it should be that way, so new players get a decent fair shot.
