But if you really want, you can have 100m taxis and take 10 hits from t13 without your main troop getting touched

I think just by refreshing the quest it will upgrade the rarity. I refreshed a few times on my shooter mini and eventually every refresh was an epic quest. Didn't see an apex quest yet.
