For psp, I'd recommend the retroid pocket 3+ because of the wider screen. Psp will be tiny on the rp2s.

I have an Odin pro but want something smaller that plays those consoles through RA.

I find the Odin Pro runs them all well through RA including n64. But other than windows handhelds that’s the only one that does them all.

For me, a handheld needs to be super power efficient. If I get 2.5h of play time, I might as well play on my desktop

imo PSP on 4:3 is not a good experience due to large letter boxing. maybe have a look at rg505 or rp3+? tho not sure how dreamcast performs on it

that should tell you where most of the playable games are. Stuff like .hack, ff12, rogue galaxy, FIFA/NBA/NFL, red faction 1&2, etc. should run fine
