If you are on steam then I recommend download the custom dino levels mod which will make high levels spawn more often if you are on a story map. If you are not on a story map then you'll be fine

Iirc; shoot it until you do enough damage and it roars, then passive feed bio toxin in its mouth until it gets ko’ed. Then feed it normal kibble/meat stuff
