If you changed difficulty offset to 1 and are on the island max dinos are only level 120. If you checked the box to force everything to 150 that may not work so you would actually need to go into game file settings to change

You're still assuming that this is the trackers doing. I think it's just taming in general. Tracking the dino after a restart doesn't make it start progressing again

Increasing the game difficulty often makes high levels spawn, or you could enable max difficulty, which makes all default creatures about to spawn up to lvl 150. However tek creatures and egg stealers like wyvs and drakes can spawn up to 180
