Clusters usually only allow transfers from the cluster. Your character isn't account based (ie the same character on all servers you log into), it's the cluster/server you are on

Do you use any mods? Sometimes when the game version updates something that a mod relies on. When you load in it will dc you when that mod tries to load its assets
