Epic does have issues but when I can get on fort, and so forth it starts to look like wc which is actually snailgames. For ARK (ASA), Steam is only used to purchase the game and any DLC content. A verification token is created (validates you own the game/content), that token is then sent to EOS (Epic Online Services). EOS handles logins, matchmaking (listing and connecting to servers/sessions), and other backend account/game services. Steam has it's own version of this API called Steamworks. Steamworks to be quite honest is very dated.

Epic games login servers are the authentication for all of ARK's official network. If they're down, ARK's down. There's nothing the ARK team can do about that.
