Due to this galactic event Slaanesh has a bid on every single eldar soul, craftworlds can keep this off by having soulstones that protect their spirits, dark eldar got none of that because they cant even trust their fellow kin, so they go out to raid and bring any living being to the webway city of Commorraogh to torture them to fill the bucket-with-a-hole that is their souls to stave off Slaaesh.

To them its a dour but "fun" existence but you can see why some just say "fuck this" and try to go back to become craftworld Eldar even if its rare.
