Khrovusian Commisars

The Commisars hailing from Khorvusia are known for two things, their more friendly demeanor towards guardsman, but also their strictness for properly listening to orders.

While they are less harsh for a soldiers morale breaking, and often see the quick execution as a way to make guardsman dislike you, they also see failure to not follow commands a way to drop morale.

To work around this, the Khorvusian commisars often interact mote positively with those under them to understand their fears, strengths and weaknesses so that they can turn the soldiers of the imperium into a well oiled killing machine

They're now stuck on terra with arbites, custodes, sisters of silence, other space marines and all the others going on full alert to find them.

The story then goes into how they disperse into the hive to find means to escape and bring back the terrans they were looking for, most die along the way when they're spotted

My only criticism is unless its like a small group of astartes or just a really experienced veteran you cant really manage this and would very much largely need to rely on skilled human agents and other contacts to do the snatching, nobody is gonna notice people they deem skilled enough exactly disappear especially if its like halfway across Terra in a shitty underhive that is continents away from the Imperial Palace.

The other much easier option is them raiding ships leaving terra carrying people they deem worthy enough to recruit as they board barges and just snatch people up during transit once they leave the solar system.

As long as you arent infiltrating the Imperial Palace (just like most books that have trouble arise on terra) you can handwave it away in any manner lol
