They make and maintain basically every single type of technology in the imperium
All the rituals are generally based in the repair or maintenance procedures
With some extra stuff added

They basically all do both
It’s like asking if marines shoot people or use melee weapons
Some are more focusing on actually developing and crafting, like Cawl's faction, which in the lore is disliked by some other mechanicus sub factions.
They are also more "realistic" in thinking, I believe one of Cawl's underling even dares saying that reviving the Emperor is not a bright idea while still believes in Him. So they are more or less more practical than the usual pray and hope.
They still all do it, yes some develop stuff but Cawl still is a heavily religious figure
And uses rites and canticles and stuff
It’s not like the ritualizing is even inherently a bad thing
Cawl’s personal faction are unhinged and weird in their own ways tbh
But mechanicus rituals are actual repairs generally speaking

Or if they're defending something fortify the position and use artillery to their advantage
Using artillery before pushing is the very basic tactic that everyone uses, not limited to the Krieg.

Krieg has elite grenadiers, but they are never regiment size.

They are more like US Army Rangers, actual elite regiment with all of the support and not a small elite group like Seal/delta.
Steel Legion never got huge line of models. Krieg got a lot of stuff in Siege of Vraks. And it was one of the best lines from FW.
