If you've ever sat in an A&E and seen the kind of people who abuse the system but who, under the core tenets of treating everyone, still have to be seen... I've known people come in for a bit of sunburn.
A succession of awful governments haven't helped.
So yes - government mis-management is largely to blame, but the public's abuse of the system is a huge contributing factor as well.
