There's a lot more nuance to this than at first appears. (I work for the NHS and am absolutely no friend to the Tories, trust me). The wonderful world of NHS commissioning is a mad, convoluted state of affairs that probably a lot of people (including a lot of people in the NHS) can't hope to get to grips with - in part because it changes every five minutes. Elements of the NHS are under far more stress than others which means that something has to give somewhere. The concept was born in the late 1940s when both lifespans and general population were smaller.

If you've ever sat in an A&E and seen the kind of people who abuse the system but who, under the core tenets of treating everyone, still have to be seen... I've known people come in for a bit of sunburn.
