Their talk in the dev panel makes me think they can build their talent tree/Skitarii to specialize into any role tbh. But I think the highest damage role will be the Skitarii Ranger tree. We already have Hive Scum and Ogryn as the ranged spray and pray classes through Desperado and Point Blank Barrage. Vet is a little more designated marskman focused through Exe Stance and the Marksman's Focus keystone. What we currently lack is a class that doubles down harder on ranged finesse than even Vet does. Skitarii could be that with their Galvanic Rifle and Ranger tree but we will see

This is less more about the chapter doing it and more about the situation. Space Marine chapters could send in scouts for survey the area and assess the situation or just use the situation as good training
10th company is purely made out of scouts and vanguard marines.
They arrive, think the situation isn't necessary of their presence but assists anyways by sending in small teams of scouts and deploying small squads to dispose of certain areas where human interaction is deemed impossible or unlikely to do any change to the overall tide of the war.

Most chapters wouldn't. Adeptus Astartes is pretty much an independent force of the Imperium, they go wherever they please and usually don't like following orders and rather making their own moves. They feel inclined to assist because its to help the larger Imperium and will, some times, obey Inquisitorial orders to avoid having their chapter being targeted by the Inquisition.
Some are more inclined to obey the Inquisition, but they would aid in their own way.

Its because most chapters avoid fighting the Inquisition. Theyre tricky, you make an Inquisitor mad and now the Imperium stops sending you equipment, asks you more Tithe (taxes), stop sending in resources and suddenly you're having soldiers being sniped by the "enemy" in unseen positions.
Then they out you in a Penitent Crusade which is a 100yr (usually) mission where you can't ask for any more recruits until its over. If you die out, you die out.

Yes. It is still very buggy. It's also a lot better now than it was at launch. It has made a LOT of progress but we still have problems with audio. Silent Crusher overheads are common especially on some locations/maps. Silent poxbursters/muties are also a problem. When Expeditions first launched there were pathing issues for enemies too and some would clip into terrain and get stuck
