Crusher was slept on because it was a zealot weapon at first and was pretty meh on zealot. But Arbitor gets a lot of build options that provide bonuses against staggered and stunned enemies so the crusher is very good on them. But a lot of people sleep on it because you tend to get less 'kills' with it and instead are basically ensuring everything on screen is constantly knocked on its ass.
