different attacks on each weapon have different penetrations... so you have to learn which attacks to use, also the armor on alot of enemies is different in different places, so for the maulers (the normal sized armored guys with the axes) its weirdly better to aim for their body because their head has stronger armor

most of the time charge attacks do more to armor than normal attacks, but thats not 100% the case... you can test weapons against armor in the meat grinder (its like a practice room) to see what attacks work
