While not amazing, while you've got desperado up with ranged and crit buffs, you can kill carapace in havoc in an okay time

assuming you use the CDR buff, you can get the pack back up by around 13 seconds, the only problem is making sure the stimm also comes back around that time slot

You can also just force them to fight you while keeping them in it, probably. Scum does have access to damage immunity talents probably to help facilitate that strategy.

If you take Fast Acting Stimms, you can get 15s of Concentration Stim on yourself that reduce the CD of your stim supply
So you can recast stimm supply very soon after it runs out
and recoup everyone else's CDs to basically nil

It only applies to your ability. Scum blitzes don't have cooldowns (only one that regens is the flashbang and that's from kills) and the stim cooldown is only effected by the one talent in the bottom right that refunds stim cooldown on kill
