It could also be a building that acts as an office for a political commissar, but that's not quite how it's used here

In the game it's a place that sells cosmetics to the rejects, though I suppose it's implied that it also sells other items and supplies to them. It's also staffed by a reject (who gets turned into a servitor when you reach level 30)
