tl;dr on this is that KD determines the Peril Cost from a block based on the % of stamina that was used up, instead of the flat cost.

So an attack that takes three stamina to block on a three stamina weapon will cost twice as much than a weapon with six stamina, even though it's the same attack coming in with the same block efficiency etc.
