The lower number and higher number are what's at and the max it could be. You can level anything to max, but looking for something that has the good stat's protentional maxed and the least helpful stat with the lowest potential (dump stat).

Empower to increase stats to their potential. Consecrated to change color so you get perk and blessing slots on the weapon.

You can see a difference between mine and sut’s build is inner tranq vs battle meditation. The quell nerf at 40 really hurts voidblast so taking one of those is nice so you can have decent uptime at casting
