30 is max level unless you use the true level mode. If you want to do harder difficulties and penance hunt, go for it.
If you see builds being discussed, it's under the assumption that it's for auric damns unless stated otherwise.
You do not have to do higher difficulties if you don't want to. Higher difficulties in a pug vs a premade also makes a big difference.
Keep in mind that T4 and T5, have different HP amounts.

Mobility is dump. Your blessing options are uncanny + flesh tearer/ riposte.
If you REALLY want to meme for mobility, dump penetration because uncanny.
If you're gonna main knife with an SG DD build tho, I'd do riposte.

Take surge / electro staff or even revolver if you want. Get the EP stack, cast the charged smite, shriek at 85% peril to extend the cast and put 6 sb stacks on enemies, PC procs a lot, and things are dead. Keep in mind that smite can't crit, but your other weapons can.
If you are a KD (kinetic deflection) enjoyer and always take it, sacrifices will need to be made. You could drop mettle and perfect timing in the top right and grab KD instead.

wrath is not needed because of the warp splitting talent, and if you're not taking that you also aren't using FGS for main damage. riposte is depends on the build you have, personally i use precog or deflector depending but it works fine. especially on scrier's gaze/crit builds to keep empathic evasion up

Basic force sword? Depends, they all do things differently, Illisi is CC/clear focused, Deimos is singletarget (H2 will full stagger a crusher its hilarious), and Obscurus is a weird middle child which is apparently good now but I am unqualified to comment on it

Yes thats actualy what i try to do . I have my fixed group i play in. So we have zealot a Veteran and me i play my Level 14 or 15 psyker atm as a stun/dot bcs i play smite paired with venting shriek and the stuff that Sets enemys on fire when i shriek. So what i do is i stun them Apply dot and that alone mostly kills the small stuff plus the zealot mostly kills them if its a really big group. And in smaller groups when iam alone i smite then knockback and then i have fun with greatsword :3. So far this build is very fun 4 me i can later post a picture of my current tree if u want

its pretty good at triggering the tranquility through slaughter talent
So if for some reason you're wanting to spam smite or shards and dont want to use normal quell you can whip out the machine pistol and quell a bunch of peril by wasting ammo lol
