Because the reason people usually use the recon lazgun on the Psyker is because the ignite-by-crits build on the gun is really strong, full stacked ignite with the gun (while using various damage boosts such as the scrier ability) does such high damage that it's typically a waste to shoot the enemy any more than what's required for max stacking the DoT. As such, it's more efficient to take the faster fire rate gun, which also has much more ammo, because it maxes the flame stacks on the enemy fastest and is by far the most ammo efficient version of it.

It's actually the least ammo efficient of the two, with the XIV being the actual worse for ammo efficiency due to costing two ammo per shot of all three marks.

You don't need a weapon that fires at 23rps to max out fire stacks in any decent time, especially not with a Scriers build giving you 20% by default and True Aim giving you a guaranteed crit proc after five headshots. 11rps is plenty to achieve max stacks in a second and also to maintain Empathic Evasion procs

I've taken surge shriek even on pus-hardened and it wasn't that bad. Not all enemies are pus-hardened and the SB ignores that anyways.

when you're ADSing with the spearhead boltgun the iron sight lags behind the crosshair so if you aim using the ironsight you can easily miss

Yeah. The staff crosshairs (non purg) are un-usable for me. I cannot decipher where to actually aim with it in the middle of a game. I always end up focusing on one of the outer bits and completely feck up my aim.
