You can run BB all the way up to like H30 with EP no problem but certainly not as a 'main weapon'
but it gets a lot more use than people expect, honestly id rather have BB than any other Blitz if im on specialist watch

Havoc modifiers are what it took to make defensive and team support abilities not just "on par" but meta—if offensive talents were somehow buffed to perform similarly well on high Havoc it's hard to imagine how that wouldn't power creep the living shit out of the rest of the game where offense already rules

I know it has been suggested since like pre-launch beta that BB cast time (and Peril accordingly) should scale with enemy health, essentially guaranteeing that the target will die if you can hold the cast the entire time, weaker enemies dying of it faster, etc. Maybe causing damage over time instead of just doing nothing until the instant kill
