from what i remember its because at the lower numbers blaze damage grows exponentially, (so will kill gunners and other stuff faster)
rending only helps with crusher BPs which isn't that important on trauma since you pretty much perma stun them.
what i remember clearly is that your trauma staff should one tap bruisers.

(e.g., an 80% damage trauma does 528 damage to flak, and scab bruisers have 625 hp, so you'll need to scrounge an 18.4% damage buff from somewhere for a scab bruiser oneshot)
