Ok, after an extremely tedious half an hour in the psykhanium I can confirm that Kinetic Flayer does not have any target prioritisation. I used trauma staff to hit a poxwalker along with a beast of nurgle and, later, a crusher.

12/28 Kinetic Flayer procs hit the Beast of Nurgle.
13/30 for a crusher.
