The main reason people have a problem with the Psyker class I think is you start off with BB and no staff and you get used to that. The feats also seem to focus on BB. The penances are largely based around BB too. You also have Warp Siphon stacks based around BB. So there is a ton of gameplay design pointing Psykers towards BB, so the class feels like it revolves around BB.

Actual high level Psyker play hardly uses BB and relies on staff usage to provide most of our utility/damage. So there's a big disconnect between how the game directs you to play the class and how you actually play the class.
It's not helped by the fact that our best utility staff Surge does fairly lacklustre damage so you keep getting players feeling like they are doing something wrong, or the class is undertuned.
