no point in always prepared for plasma because you either have bullets to shoot and kill things to allow you to reload or you don't and wouldn't have a way to reload anyway. tactical reload is great on it, imo, because you get to reload a gun with a slow reload speed faster, meaning that, yes, you're not necessarily reloading in combat, but you're changing a 10s reload time to maybe a 7s one, or even less, if you apply the fast reload tech also
