I think the difference is that Havoc 40 is taking far longer on average for most groups to complete than an Auric Damn HIST or something like a I II V E G, therefore there are more waves spawning on a 40 minute mission as opposed to a 15 minute mission. That doesn't change the max spawn cap present at a given time.

However, if that's the case, Demo Team will have more value due to the 5% ratio over time. Doesn't invalidate it's usefulness in Auric Damn/Mael.
