it does 150 dmg instead
its boosting it by 60% of the bonus 50 damage
so in practice its much smaller than a 60% boost
that being said knife gets huge weakspot boosts to dmg
so its still a very significant boost
but its not +60% dmg

An easier way to explain it would be if you do 100 on a hit, and 110 weakspot hit, you will do 1 additional damage with 10% weakspot damage
However if you do 100 on a hit and 200 on a weakspot hit, you will do 10 damage with 10% weakspot damage
It's much better value on weapons with already good bonus damage
And much worse on weapons with low bonus damage
But it's ALWAYS worse than the number implies
