There's discourse around the balance of weapon perks - but its not uh. . . super fixable unless fatshark plans on redoing it from the ground up. A flat nerf to all 25% perks to 10% still means nearly everything runs flak/maniac, but its just at 10% damage instead of 25%
so it doesn't really solve the issue, just makes enemies harder to kill.
