There are mods already for Parts Wear, When I get a chance when Im home Ill reply again with the name of the mod, But as far as rally goes, They currently have a dirt race track which can pay you for doing dirt racing etc.. And maintenance cost is already kinda a thing in the RLS Career Overhaul mod.

It's not that it doesn't want to be. It's actually fairly easy to mod. It's just not explicitly explained like modding the Sims, for example.
But because of how you mod it, once you get a mod that's bad enough, regardless of whether it's there or not it'll corrupt your game files. Which is why you need to make a copy.
