Ahhh yep your cpu graphics thing is very likely the reason you're seeing that steamvr video encoder error.
steamvr relies on GPU video encoding (like NVIDIA for example) to stream video to the headset ... especially for wireless headsets like quest 2 and 3 or any pcvr streaming over wifi

yes you need a better GPU. A good VR Ready one i suggest is the GTX 1660 Super or the NVIDIA RTX 3050. You can also look around for other ones but the one in your CPU just isn't enough for vr
