I might probably start with making the starter killer which is Lucy and try and add stuff that players would have to get used to for other future killers onto Lucy. And for survivors I might start with making Kev, Echo, and Gcorp worker as I want to be a starter survivor and echo and the gcorp worker I have movesets thought in my head already.
