Rule was that modding was allowed in private lobbies with the consent of the players there and now it isn't like that after the Utilla update.

Furthermore after the "no legal/illegal" mods thing was pushed by AA.
I don't know why they say this, because legal vs illegal is more of a concept that we founded to differenciate the two and it just makes it harder for us when trying to refer to different kinds of mods
