its mainly both the servers and the people since if someone disconnects it could cause tag lag and if the servers lag it can aslo cuase tag lag. tag lag is when the servers are having spikes and most of the public servers will get tag lag but if people disconnect they can cause tag lag if they leave their headset off for too long becuase the game will think that they left and continue on with the round not knowing that the player is still there which causes the server to glitch becuase the player has not technically left yet and the servers are trying to process it. which causes tag lag, BUT it is mostly the servers fault that tag lag happens it just that people can cause tag lag just by simply turning off their headset and not quitting the game. Although players can cause it. doesnt mean that it will happen everytime
