Currently the physics are calculated based on the speed that the game is playing at (aka "hz" or fps)
So currently the game updates where you are/you're moving every FRAME that appears on screen.
So that means that lowering/raising your hz effects the physics calculations.

After the change, they'll be able to manually change values for different physics based on a pre-determined number, instead of that number being tied directly to hz.

So the physics will be stable regardless of your framerate in theory.

Some people need the precision. The higher your hz, the faster the tracking/movement updates, the more accurate your in-game movement matches your real arm movements.
The lower your hz, the lower your precision. But you can definitely get used to that, as people have demonstrated

Doesn't matter too much if what they do is against the "rules" or not. They're guidelines. If you piss off enough people you get banned. It's a multiplayer game, and if you are being such a pain to play with that multiple lobbies worth of other people have decided that the game would be better without you, then maybe you don't deserve to play the multiplayer game lol

Yeah I run lobbies all the time and don't get banned for it. If you're not being fun to play with, it is perfectly fine for people to report that behavior.
