the form isn't even another report. It's used for the times where it's not possible to report someone in game for example if they left it creates a manual work for the staff it doesn't guarantee the reports going to count. The only way to guarantee report count is to do it in game.

The staff are very rarely going to go for a form identify a person from a name and add one single report to the name when someone could've just clicked the report button you know the report button counted as a report filling in the form they might get round to it they might not. the new ban system works on a reputation system. If you keep reporting people that no one else has reported your reputation drops and your reports don't count as much if you keep reporting people the other people also report and end up getting banned your reputation goes up and your reports get a higher weight when the system gets them.
