WG has been doing something similar with WoWS as a special game mode. Where weapons ranges were changed and damage dealt with the weapons was reduced, forcing players to get in close and personal. I think it was in a brawl mode or something, quite recently. The data from those sessions are probably being evaluated to see whether it was a succes (many playing the mode) or not, and whether WG wants to further develop it as a game mode.

Because its a game based on warships from periods where close range as in sailing in line and doing close up battle was coming to an end.. Its not the lineships tactics of the Nelson era. Battle of Jutland was probably the last battle where tactics of those days were used. Armament improved, dreadnoughts and later development of ships had longer reaching more precise (relatively) armament than the ships preceeding them, and since the game is based on ships from ca close to start of WWI and up to mid Cold war, the mechanics in the game reflect that.
