Can we have Guild officer position called Drill master (whatever you want to call him) he can ban specific troops from being sent to his rally or, whatever you think power he should hold to host a rally, because for small guilds, its a problem telling people which troops to send they don't listen most of the time, having a hard time sending their troops back 3x and they still don't get it lol.

There's already rally priority research for that. It's not a game problem if people can't follow instructions. No need for an unnecessary position. And rally leader can always send them back. I don't get why you need to delegate another role. If you don't like members that keep on sending the wrong troop type, kick them out. It'll save you more trouble in the future.
