There are some kingdoms where it's relatively safe, compared to most. Where there's only a couple of smallish war guilds who don't rally all day and where there's no tile hitting or monster stealing so it's pleasant to be a farmer.
But it doesn't exist where anyone can be without defences (shield or anti + gear / offline) and not get burned. That is called FarmVille, not LM

Igg needs to restrict titans to certain kingdoms and lower level to certain kingdoms. That way playing can be somewhat fair. If you move up to titan then you move to titan kingdoms. But from being in a kingdom that was overpowered and all you could do was stay shielded was no fun. They were even stooping to hitting tiles so even doing daily tasks was impossible. Glad we got out of that kingdom but seems every kingdom has their bullies.

Even if you could do that (you can't) or it were a good idea (it's not) - as soon as you take out the biggest people in a kingdom, then the medium size people are the biggest and they start to burn everyone who is weaker. And all the small people say they're bullies.

So you take them out.
And then the small people are the biggest. But they also burn everyone who is tiny. And they become the bullies.

... You end up with a kingdom that only has 20m might castles holding forts and no one can rally anyone and it's just farmers, so why bother with a war game.

Sure. Some kingdoms have actual bullies who tile hit and are also toxic and mean after they burned you. But not all kingdom are like that. Some places are pretty quiet, have a friendly Overlord who will give titles if you ask nicely and won't tile hit. You're still gonna get burned if you drop shield without gear or anti, but that's literally the game.

Very dead kingdom; low population (even f2p are in top 100 rank colo), loads of space to put a hive without anything restricting, even around forts, no tile hitting or monster stealing, Overlord is friendly and gives titles if asked nicely, very safe. obviously you still need to shield if you can't take a rally; a kingdom where low might farmers can drop shield doesn't exist... But this kingdom exists.
